Dillsburg Borough, adjacent to Carroll Township in northwestern York County, Pennsylvania, United States offers an idyllic mix of pastoral land and cultural heritage. With a history dating back to the Civil War, this community has welcomed new development by DGWP Properties, LP.

The 68-acre Hartman Tract in Carroll Township is zoned RS-3, and is the only remaining high density parcel in the Township. The zoning allows up to 400 multi-family units by conditional use with public water and sewer available. The property is bound on one side by the Northern York High School and Middle School, and residents of this development will enjoy the advantage of walking their children to school.

This property is unique in part because the Township has a Comprehensive Plan which calls for a substantial bypass road to cut through a portion of the land. The bypass would help take traffic make a connection from Route 15 to Route 74 without driving through their Borough. The bypass would also allow their school buses a more preferable route out of town. The new road also will create ideal visibility and access for promoting the community.

DGWP Partners are working closely their engineer, wetlands consultant, the Township Engineer, DEP and the Army Corp of Engineers to arrive at an acceptable route for the bypass road. After the bypass plans are complete, detailed community plans will be developed.
